TBI sexual exploitation case leads to charges for suspect

MEMPHIS – Tennessee Bureau of Investigation agents received indictments for a McNairy County man accused of trying to solicit who he thought to be a teenage girl online.

TBI agents said they started an investigation involving Joe Kevin Horner on Oct. 10 after receiving information from a police detective in Fairfax, Va., who posed as a 14-year-old girl online and engaged in an ongoing sexual chat with Horner.

During the TBI investigation, agents seized Horner’s iPhone and discovered several messages sent between Horner and the detective posing as the girl, along with an explicit picture believed to be of Horner.

On Monday, a McNairy County grand jury returned indictments for the 50-year-old Michie man, charging him with two counts of solicitation of a minor and one count of solicitation of sexual exploitation of a minor.

Horner turned himself in Tuesday at the McNairy County Jail, where he remained on $20,000 bond.
