After considerable discussion, county commissioners chose Monday not to vote on a proposed payroll plan for county employees.
Commissioners sent Wilson Mayor Randall Hutto’s plan back to the budget committee so department heads could learn more about the plan’s details and address any questions they may have.
Commissioners will again consider the plan in May.
Commissioner Jim Bradshaw voted against sending the plan back to committee.
The move came after department heads cited concerns about the plan and indicated they would choose to opt out of the plan if asked to choose Monday.
“It needs some adjustment,” said Steve Armistead, roads superintendent. “It hasn’t been adjusted right for my people.”
The proposed plan would establish pay ranks for employees, with those pay ranks based on an average of salaries for equivalent positions in other Middle Tennessee counties.
“I feel that some of the people in my office are not rated high enough…[when] compared with other departments,” said Linda Neal, circuit court clerk.
The plan also would establish annual 1 percent step increases for all general fund employees, provided the county meets an assumed 2 percent revenue growth. If the county does not meet that revenue growth for a given year, the finance director could freeze any increases until that growth was met.
Sheriff Robert Bryan and Jack Pratt, property assessor, both indicated they are in favor of a pay plan but neither were familiar enough with the specifics of Hutto’s plan to give opinions.
Hutto said he deliberately avoided getting into specific rates until commissioners voted so employees would not be disappointed if the plan did not go through.
In other business, commissioners:
• honored Watertown High School’s boys basketball team for being the first in school history to make it to the state tournament.
• adjusted the 2012-13 fiscal-year budget to reflect revenues received but not included.
• transferred $609 to WEMA for the sale of station equipment.
• transferred $19,279 from excess taxes received to Sports Authority.
