INVITATION TO BID Sealed bids for the construction of the West Wilson Middle School Athletic Field Lighting shall be received until 10:30 a.m., local time, January 3, 2014, at the Wilson County Board of Education at which time they will be publicly opened and read aloud. No bids will be received or accepted after specified time for the opening of bids. Such bids may bedeemed invalid and returned unopened to the Bidder. Prospective bidders may pick up a complete CD containing documents and specifications from the Wilson County Board of Education, 351 Stumpy Lane, Lebanon, TN, during regular business hours, upon deposit of a check or cash in the amount of $250 per CD, made payable to Engineering Services Group, Inc. This deposit will be returned to Contractors submitting a bonafide bid, except the apparent low bidder, upon return of the CD in good condition within (10) days after the date of opening of bid. The apparent low bidder's deposit will be retained for payment of the cost of bidding documents and will not be returned. Wilson County Board of Education reserves the right to reject any or all bids, to accept any portion of any bid, or to accept other than the bid with the lowest cost meeting specifications. To be a Registered Bidder of Record the bidder must obtain a bid package from Wilson County Schools and pay the required deposit. Bid documents placed at the local plans rooms are placed there as a courtesy copy only. The successful bidder will be required to execute a Performance and Payment Bond covering and including labor and materials in an amount equal to 100% of the contract price on AIA Document 312a, or such other bond forms as may be approved by the Owner. All bidders shall be licensed contractors in the State of Tennessee as required by applicable regulations. The successful bidder will be required to submit a Drug-Free Workplace Affidavit as required under the provision of T.C.A. ? 50-9-113. The affidavit states that employers with five (5) or more employees who contract with either the State of a local government to provide construction services are required to submit an affidavit stating that they have a drug free workplace program that complies with Title 50, Chapter 9. All bidders should include a completed Drug-Free Workplace Affidavit form with submitted bid package. The bidder's name, license number, license expiration date and that part of classification applying to the bid shall be placed on the outside of the envelope containing the contractor's bid and the envelope shall be plainly marked ___________________. Bidders shall use the envelope cover sheet following the bid form for this purpose. In addition, all major sub-Contractors names, license number and expiration dates shall be placed on the outside of the bid form. No Bidder will be permitted to withdraw his bid within ninety (90) days after the date of opening of bids. The right is reserved by the Owner to reject any and all bids and to waive informalities therein. Each bid shall be on the form enclosed with the specifications and completed in all respects. No qualifying bids, letters or statements will be considered. Upon award of the contract to the successful bidder, construction shall commence on a date to be specified in the Notice to Proceed to the Contractor and shall be completed on or before the completion date specified therein as time is of the essence in the performance of the contract for construction. The owner reserves the right to waive any informalities or to reject any or all bids.
