One vote remains on annual budget

Just one more vote remains on Lebanon’s 2014-2015 annual budget.

City council passed the budget on its second reading during a special called meeting early Thursday morning. The third and final vote is currently slated for city council’s June 3 meeting.

But as Councilor Kathy Warmath pointed out during the budget’s first reading at Tuesday’s meeting, the budget is still somewhat in flux. City officials plan to meet in what looks to be a final budget-related work session Thursday to discuss personnel actions proposed in the budget. Officials also plan to discuss Senior Citizens Center management positions and health insurance benefits.

But the budget was just one of six items on the meeting’s agenda.

According to Jeff Baines, Lebanon’s commissioner of public works, the timing of Thursday’s meeting was due largely to the city’s contract with TDOT for the Lebanon Square Safety Project.

Councilors approved the contract on its second reading Thursday, paving the way for TDOT to bid out the project July 11.

Baines said the city had to submit the finalized contract and payment for the city’s portion – more than $497,000 – by Tuesday to be bid out in July. Otherwise, the next earliest date TDOT would bid the project would be Aug. 29.

Council also took the opportunity to give the final OK on a payment agreement with the Wilson County Board of Education for back amounts owed on liquor-by-the-drink taxes. Under the terms of the agreement, the city will make 10 interest-free payments of $81,121.52, with one payment due each July until the full amount is paid.

In other business, council passed a second reading to authorize line item transfers for the Garage, Street and Sanitation departments. Council approved the second reading on a water purchase contract with the Water and Wastewater Authority of Wilson County.

City council will meet for a work session Thursday at 5 p.m. in the Town Meeting Hall, located at 200 N. Castle Heights Ave.
