Children with disabilities are --first and foremost--children. Therefore, they are entitled to the benefits and rights the law gives children, and local government and school districts in Tennessee will make the same effort for children with disabilities as for children without disabilities. Tennessee's Individuals with Disability Education Act makes certain special provisions for children with disabilities. The State must provide free public education each and every child age 3-21 who has a disability.
